Some €36 billion of EU COVID pandemic recovery funds have been frozen in a row over PiS judicial reforms. The potential ruling coalition's unifying factor is its pro-democratic, pro-EU, anti-PiS stance. Other than that, they often differ in their proposed policies and outlook. They're a broad coalition composed of parties spanning from the far left to liberal conservative.The Civic Coalition's clear victory makes it the only faction in parliament able to constitute Poland's new government. But first, Polish President Andrzej Duda, a PiS nominee, will need to designate a prime minister. Most likely, against the odds, he will name a PiS candidate. That candidate will have little realistic chance of being approved by parliament, and Poland may be faced with many weeks of squabbling and chaos. Constitutionalists predict it may not be until December that Poland gets its new government.。截至昨日15时，杭州全市区县均发布台风蓝色和雷电黄色预警信号，市防指提升防台风应急响应至Ⅲ级。未来“白海豚”预计在哪里登陆？据浙江省气象台消息，昨日17时，台风“白海豚”（强台风级）的中心位于温岭东南方向约394公里的东海海面，中心附近最大风力14级（45米/秒），预计将以每小时10至15公里的速度向西偏北方向移动，强度变化不大或略有增强，逐渐向浙江沿海靠近。本次台风登陆窗口已经明确，预计今夜（8月9日）至明天（8月10日）早晨，“白海豚”将在苍南至象山一带沿海登陆（台风级或强台风级，12—14级）；登陆后缓慢向西偏北方向移动，强度逐渐减弱。不少市民会将本次台风与7月的“巴威”对比。在昨天的媒体通气会上，省气象台首席预报员贾燕解释说：“对比‘巴威’，‘白海豚’的生命期更长，自生成至今已超过12天。两个台风的登陆地点和路径有一定的相似性，但进入东海之后，因副高断裂导致引导气流不明显，‘白海豚’移动缓慢，路径变数更大。”“这一次台风或正面登陆后贯穿全省，路径较‘巴威’更偏南一点，累计降雨时间更长，短时降水效率更大，整体降水影响更强，主要影响时间接近24小时。”贾燕表示。从全省风雨分布来看，强降雨时段主要集中在昨天夜里到明天，全省大部地区有大雨、暴雨，部分大暴雨，其中台州、宁波、温州北部、丽水东部、金华东部、绍兴东部等地局部有特大暴雨，需重点防范山洪、山体滑坡、城市内涝等次生灾害。下周二（11日）风雨仍未完全消退，浙西、沿海区域依旧有大到暴雨，局地大暴雨，公众切勿提前松懈防范。风力方面，东海部分海域今天阵风风力达13—16级，台风中心经过附近海域可达16级以上；沿海海面和沿海地区今明天风力逐渐增强至10—13级，其中今天白天到明天上午局部达13—16级；内陆地区今明天大部最大风力8—11级，高山区和江河湖面局部11—13级。就杭州而言，昨天夜里到下周二全市有较明显风雨过程。其中，降雨最强时间段集中在今明两天，风力最强时段出现在今天白天到明天上午，最大东北风平原地区8—9级，山区和江湖水面10—11级。
B | 气温也会应声而落，或跌回“3字头”以内，预计今天白天最高温29℃、最低温25℃，虽说体感会比较凉爽，但风雨交织的天气仍需减少外出、做好防护。
C | 保障遮阳棚撤除、工地停工、沿江点位保障杭州城管多维度排查安全隐患为应对台风“白海豚”，杭州城管提前准备，8月7日晚开始，在上城区、拱墅区和西湖区启动500顶非机动车道遮阳棚篷布临时撤除工作。萧山区、余杭区、滨江区等其他城区总计452顶遮阳棚的篷布临时撤除工作，根据防台预案陆续开展中。
D | 除快速拆除风险遮阳棚外，城管系统全方位排查城市在建工程隐患。目前，3个老旧燃气管道、6个老旧供水管道、26个老旧污水管道、2个污水泵站改造在建工地已全部停工。对已完工的24公里燃气立管紧固度进行全面排查，做好防风加固。同时，重点保障钱塘江沿线九溪、进龙河、小天竺等关键点位，完成九溪驳坎加高、排水口防倒灌、泵站提升工作。
